The purpose of city government is to create laws with an impartial eye.  At various times, mayors and other officials like to quote scripture, so I have found an appropriate scripture for them:

You shall not distort justice: you must be impartial.  You should not take a bribe for a bribe blinds an eye even of the wise and twists the words of the just.
